Abstract

In November 2005, The Cabinet Office, through the Chief Information Officers' Council and the Service Transformation Board, produced a "white paper" for consultation on the above topic.
This bold strategy, called for directly by Tony Blair, set out a new agenda to get the right people with the right professional skills to plan, deliver, and manage technology based change.
Peter will give a broad introduction to the overall strategy and challenges of re-engineering government services to focus on the customer, followed by Frank who will describe a case study and lessons learned on implementation of systems for Customer Relationship Management.

Profile

Dr Peter Parkes

Dr Peter Parkes is a Fellow and Certificated with the APM.
He completed an MBA with Lancaster University on Best Practice for Project Management of Technology in 1998, and has many years in senior positions delivering major programmes, including Programme Director with Ernst & Young. He has spent the last 5 years exclusively delivering business transformation in local government on the back of the Modernising Government, eGovenment, and PPP agendas.
He is Managing Director for Peak Performance, a boutique consultancy supporting the public sector in technology enabled business transformation and partnership working.

Frank Renouf

Frank Renouf is a Member of the BCS, and was formerly with IBM.
He has spent the last 5 years working with local authorities, partnerships and national projects delivering the eGovernment agenda, and has a profound understanding of the people / technology interface.
He is currently implementing a Customer Relationship Management system for Northampton Borough Council in partnership with two other local councils under the Customer Focused Services programme.

Report of meeting

Peter Parkes and Frank Renouf from PeakPerformance Consulting gave a joint presentation on delivery of Transformation projects to a sell-out joint APM / BCS meeting in Milton Keynes on 6th March. Peter explained the recent white paper on ‘Delivering Transformation enabled by Technology’, and interpreted the impact of this for APM and BCS professional bodies and members. This new agenda places great emphasis on professionalism in the industry to help overcome the major challenges of delivery in partnership environments. Frank went on to illustrate the role of appropriate programme governance, business involvement, and change managfement through a case study of a partnership implementation of a state of the art Customer Relationship Management system in local government.
